Every track meeting I’ve been to, or drivers meeting, first thing we are always told, stay in your vehicle no matter what, only exception to the rule is if the vehicle is on fire.

He wasn’t out of the car because he forgot the rules. He got out to whip Stewart’s ass. Then he forgot that the other cars were operating at full tilt stil, not creeping along under caution where that move was made popular by guys like Stewart in Nascar.
Stewart rubbed him out
Guy wrecked, and got out to go at Stewart
Stewart was still moving full speed
Stewart then lost control trying to stop for the pedestrian
Stewart fishtailed and hit said pedestrian
