ah, derp - they are Gallardo plenums 
Pretty sure that they are not ITBs but instead additional flaps for more air flow. Think how the S6/S8 V10 has the intake manifold flaps that block half of the intake ports and open up after a certain rpm with the stock ECUs. Those flaps are closed at low rpms for more torque and then open up at higher rpms for more horsepower. They are limited for space so Lamborghini did it that way to package everything easier.
